As we approach another summer we return to thinking about peak power availability, prices, and responses by specific market segments. Over the past several years large commercial and institutional facilities have become significant market participants on the demand side in New York and other deregulated electric markets. The mass market of residential and small-commercial customers has been slower to participate but in aggregate represents a large portion of load. Pilots have been conducted here and in other cities with these hard-to-reach customers and in leading-edge California residential real-time metering is on the table for mandatory phase-in.
What kinds of approaches are being tried, what results have been obtained, what potential, and what barriers? How have customers seemed to respond, suggesting motivations, resistances, effective incentives, and price points? Will new networking technologies extending into the home automation marketplace eventually alter the dynamics and feasibility of demand responsiveness at the small scale? Our speakers, as well as many chapter members and friends, have been directly involved in pilot programs. So we can expect a vigorous discussion of findings and perceptions.
