Subject Matter:

New mandates require systems burning #6 fuel oil to change to #4, #2, or natural gas as primary fuel use or limit the use of # 6 fuel oil to amount that has equivalent emissions from cleaner sources by 2013. As such many owners are converting their boiler plants when in fact it may not be necessary. This session will help separate facts from fictions. The rule and how to comply with its requirements will be discussed by Gerry Kelpin and Alyssa Preston from NYC DEP.

Robert Daly, P.E, Technical Director, Boiler Division - at NYC Department of Buildings will present field issues that must be considered when taking upon the boiler plant conversion. These issues, such as chimney liner, can have a major cost implications on a project and if not handled properly can also significantly delay sign-off from DOB.

About the Speakers

Gerry Kelpin serves as the Director of Air, Noise Policy, Permitting and Enforcement and has worked to improve air quality and reduce the excessive and harmful noise that often emanates from construction sites and other sound sources by helping to get passed the noise Code. Ms. Kelpin played an integral role in the reauthorization of the Clean Air Act requirements and worked tirelessly with the City Council to pass several air bills that require the city fleet to use cleaner burning fuel and devices that reduce the harmful effects of air pollutants.

Ms. Kelpin also oversees that the 20,000 plus air and nose code complaints are inspected and works with community leaders and contractors to ensure compliance with the air and noise code as well as to provide general information on the rules and requirements of both codes.

Alyssa Preston serves as the Deputy Director of Air, Noise, Policy, Permitting, and Enforcement at DEP. Ms. Preston's work has focused on improving air quality (Local Laws 38, 39, 40, 41, 42, and 77) at city construction sites and ensuring that vehicle emissions meet the City's tough standards.

Ms. Preston was a key team member in developing the City's new Noise Code which was enacted in 2005 and has played a major role in moving the city's environmental legislative agenda.

Ms. Preston received her Juris Doctorate from New England School of Law and has a Master's Degree from NYU.
